The Launching Conference of the Joint Project on Supporting the Individual Application to the Constitutional Court was organised at Ankara Sheraton Hotel on 1 March 2016.

After the speech made by the Head of Human Rights National Implementation Division of the Council of Europe Ms. Tatiana Termacic on introduction of the Project, the programme of the launching conference continued with the opening speeches delivered by the Director General of Human Rights and Rule of Law of the Council of Europe Mr. Philippe Boillat, the Acting Director of Central Finance and Contracts Unit Ms. Emine Döğer, the Deputy Head of the Delegation of the European Union to Turkey Ms. Béla Szombati and the President of the Constitutional Court Mr. Zühtü Arslan.

During the two sessions of the launching conference held in the afternoon, representatives of the Constitutional Court of Republic of Turkey, which is the main beneficiary institution of the Project, and of the other project stakeholder institutions (Court of Cassation, Council of State, Ministry of Justice, High Council of Judges and Prosecutors, Military Court of Cassation, Military High Administrative Court, Union of Turkish Bar Associations, and Justice Academy) and one representative from the European Court of Human Rights delivered presentations; the programme ended with the closing speeches made by the Head of Ankara Programme Office of the Council of Europe Mr. Michael Ingledow and the Vice-President of the Constitutional Court Mr. Engin Yıldırım.

The project has been designed to support the individual application to the Constitutional Court by strengthening the judicial institutions in Turkey in a way that is compatible with the rights and freedoms guaranteed under the Constitution of the Republic of Turkey, the European Convention on Human Rights and the EU acquis.

The project aims at increasing the cooperation between the high judicial bodies in Turkey and the ECtHR; harmonising the national case law; enhancing the capacities of judges, prosecutors and lawyers in the area of fundamental human rights and freedoms and individual application and informing the public on the individual application system.
