Mr. Akçil was born on 16 August 1968 in Afyonkarahisar. He completed his high school education in Isparta Gönen Teacher Highschool, and he graduated from the Faculty of Law of Ankara University in 1989. He received his master’s degree from the Department of Public Administration of the Institute of Social Sciences of Cumhuriyet University by submitting his thesis titled “Türk İdari Yargısında Yürütmenin Durdurulması (Stay of Execution in Turkish Administration Jurisdiction).”
He served as a member at Sivas and Mersin Tax Courts, a member at the Erzurum Administrative Court, and the presiding judge at the Erzurum Administrative Court and Erzurum Regional Administrative Court. On 25 February 2011, he was appointed as a member of the Council of State. He presided over the Justice Academy of Türkiye between 27 February 2014 and 9 July 2018. He was then elected as the Head of the 10th Chamber of the Council of State on 17 December 2018. Subsequently, on 30 January 2024, Mr. Akçil was appointed as the Justice of the Constitutional Court by the President of the Republic from amongst three candidates nominated by the General Assembly of the Council of State and took office on the same date.
Mr. Yılmaz Akçil is married with four children.
