Mr. İnce was born on 1 January 1971 in Çanakkale. He completed his primary and secondary education in the Edremit district of Balıkesir. In 1993, he graduated from the Faculty of Political Science of İstanbul University. In 2000, he received his master’s degree from the Social Science Institute of Kırıkkale University.
He served as the district governor candidate of Edirne province between 1994 and 1997 and as the district governor of Sulakyurt-Kırıkkale (1997-2000), Samsat-Adıyaman (2000-2002), Narman-Erzurum (2002-2005) and Eceabat-Çanakkale (2005-2009) districts respectively. He served as a director at the Ministry of Interior Department of Training (2009-2011), Head of Department at the Directorate General of Personnel (2011-2013), and Deputy Director General at the Directorate General of Personnel (23 July 2013-2 August 2013). On 2 August 2013, he took office as the General Director of Personnel at the Ministry of Interior. He was appointed as the Governor of Artvin by the Decree on Governors promogulated in the Official Gazette dated 1 June 2016. He was then appointed as the Undersecretary of the Ministry of Interior on 7 September 2016.
He continued to serve as the undersecretary until 7 August 2018. Subsequently, he was appointed as the Deputy Minister of Interior by a Presidential Decision published in the Official Gazette no. 30503 of 8 August 2018. He was elected as a Member of the Court of Accounts by the General Assembly of the Grand National Assembly of Türkiye (GNAT) on 29 June 2022.
Pursuant to Article 146 of the Constitution of the Republic of Türkiye, on 5 October 2022 he was elected as a Justice of the Constitutional Court by the General Assembly of the GNAT from amongst the candidates nominated by the General Assembly of the Court of Accounts, and he took office on 17 October 2022.
Mr. Muhterem İnce, who was awarded as the best administrator of 2005 and 2008, is married with two children, and he is proficient in English.
