Mr. Kıratlı was born on 14 February 1969 in Ereğli district of Konya. He completed his primary, secondary, and high school education in Ereğli. In 1986 he began his graduate studies in Faculty of Law of the Ankara University and graduated in 1990.
Mr. Kıratlı completed the Public Diplomacy Education Programme at the Türkiye ve Orta Doğu Amme İdaresi Enstitüsü. He also undertook foreign language studies at the Goethe Institute (Berlin).
Mr. Kıratlı earned his master's degree from the Department of Private Law, Institute of Social Sciences, Istanbul Commerce University, with his thesis titled “Marka Lisans Sözleşmeleri (Trademark Licence Agreements).” He also completed his doctorate at Kırıkkale University, Department of Private Law with his dissertation titled “Yönetim Kurulu Başkanı (Chairman of the Board of Directors)”. His doctoral dissertation was published as a book in 2021.
Mr. Kıratlı, who has authored many scientific studies in the field of law and politics, particularly in private law. He published the book “Haksız Rekabet Hukukunda Çalışanların ve Müşterilerin Ayartılması (Seduction of Employees and Customers in Unfair Competition Law)” as dissertation to earn the title of associate professor. On 23 February 2024, he was awarded the title of associate professor in commercial law with the decision of the Presidency of the Inter-university Council. He was also awarded with “Honorary doctorate (Fahri Doktora)” by Necmettin Erbakan University and was named “Emeritus Professor (Fahri Profesör)” by Al-Farabi Kazakh National University. For several years, he has lectured at the Justice Academy of Turkey and different state universities at the master's and doctoral levels.
Appointed as a member of the Council of Higher Education by the Presidential Decree of 23 November 2018, Mr. Kıratlı served until 23 November 2022. He also served as the President of the Advisory Board of the African Civilisations Application and Research Centre.
Mr. Kıratlı began his public service as a candidate judge in Ankara Courthouse. After his traineeship, he served as a judge in the districts of Ulaş, Çaldıran, Yalvaç and Manavgat respectively. In 2004, he was appointed to Directorate General for Criminal Affairs of the Ministry of Justice where he worked as a rapporteur judge, Head of Department, Deputy Director-General and Director General. In 2014, shortly after the election of Mr Recep Tayyip Erdoğan as the 12th President of the Republic, he was appointed as the Deputy Secretary General of the Presidency. On 3 August 2018, he was appointed as the first Head of the Directorate of Presidential Administrative Affairs of the Presidential government system, serving until 18 July 2024.
Mr. Kıratlı was appointed as a Justice of the Constitutional Court by President Recep Tayyip Erdoğan with the decision published in the Official Gazette no. 32605 of 18 July 2024.
Mr. Kıratlı, who is proficient in German, is married with two children.
