Conference of Constitutional Jurisdictions of the Turkic World (TÜRK-AY)

A new union was intended to be founded, through the initiatives of the Constitutional Court of the Republic of Turkey, for the purposes of protecting and promoting rule of law and human rights in the member states of the Organization of Turkic States, exchanging views and experiences regarding issues of common interest, and enhancing cooperation and dialogue among these states.

Within the scope of the events held on 24-28 April 2022 on the occasion of the 60th Anniversary of the Turkish Constitutional Court, a meeting was held at the Dolmabahçe Palace, with the participation of the chairmen and vice-chairmen of the constitutional courts/councils of the Member States of the Organisation of Turkic States, during which the TÜRK-AY was founded.

The “Istanbul Declaration” was unanimously adopted and signed by President of the Turkish Constitutional Court Mr. Zühtü Arslan, Chairman of the Constitutional Court of Azerbaijan Mr. Farhad Abdullayev, Chairman of the Constitutional Court of Uzbekistan Mr. Mirza Ulugbek Abdusalomov, Vice-Chairman of the Constitutional Court of the Kyrgyz Republic Mr. Karybek Duısheev, and Chairman of the Constitutional Council of Kazakhstan Mr. Kairat Mami, who attended the meeting online.

The Statute of the Conference of Constitutional Jurisdictions of the Turkic World (TÜRK-AY), which was established on 22-24 April 2022, was adopted and signed in İstanbul on 24 December 2022. The signing ceremony was attended by Members of the Conference, which are the Republic of Türkiye, Republic of Azerbaijan, Republic of Kazakhstan, Kyrgyz Republic and Republic of Uzbekistan. Turkmenistan and Turkish Republic of Northern Cyprus attended the Conference as guests.

President of the Constitutional Court Mr. Zühtü Arslan was elected as the first-term President of both the Conference of Constitutional Jurisdictions of the Islamic World (CCJ-I) and the Conference of Constitutional Jurisdictions of Turkic World (TÜRK-AY).
